Nope Sorry. I looked into it a few years back. The Fun Police are all over this like white on rice. Here's an excerpt from the regulations in Chatham(I assume most towns have similar rules).
2. Must get written permission for a period of no more then 15 days. a second period of 15 days may be obtained, at the Harbormasters' discretion, for a total of 30 days maximum in a calendar year.
5. No more persons may live aboard the vessel then the vessel has accommodations.
6. No laundry may be hung where it may be visible from shore or other vessels.
7. No music or other sounds may be amplified to a disturbing level.

I can see multiple late-night drunken stumbles into the Atlantic myself. "Now where's the toilet?"….
